Stephen was born on 19 May 1872 in Cheshire, the son of Stephen and Grace Benyon. He trained as a draper’s assistant, and spent a number of years working in different locations, boarding in Brighton in 1901 and in Cheltenham in 1911. He married Fanny E. Webb in Cheltenham in 1912, and they had a daughter, Cicely M., later the same year. By 1915, the family were living in Wolverhampton, as they had a son there, Geoffrey S. By 1920 they were in Wycombe, where they had a daughter, Jean M. M.
Stephen does not appear to have enlisted during the First World War, perhaps because of his age. However, he did serve in Wolverhampton as a Special Constable. By 1939, Stephen, Fanny and Geoffrey were living in Seisdon, Staffordshire. Stephen was unemployed and seeing work as a retail drapery buyer. Stephen died in Bilston in 1947 at the age of 74.
