Frank was born in Wolverhampton in 1878, the son of James and Jane Jarman. His mother had died by 1891. Frank married Mary Jane Smith in West Derby in 1902, and by 1911 the couple were living at 124 Grosvenor Road, Wavertree, Liverpool, together with their five children Frank Henry, Olive, Frederick, James and Sidney.

Frank enlisted in the Worcestershire Regiment (service number 20598), serving first in the Balkans from 3 October 1915. On 20 May 1916, Frank’s name appeared in the Express & Star as one of the wounded, however, he appears to have recovered. Frank survived the war and died in Wolverhampton in 1963.
