Frank was born in Wolverhampton in 1891, the son of Thomas and Mary Ann Membury. In both 1901 and 1911, he was living with parents (just his widowed father by 1911) and brother Harry at 86 Rayleigh Road, Wolverhampton. By 1911, Frank was a press tool fitter.
His name was listed on 5 September 1914 in the Midland Counties Express as one of the men “Willing to Join” the Special Service Companies. His address was given as 5 Norfolk Road, Wolverhampton. He enlisted with the South Staffordshire Regiment, number 2833, first serving in France on 5 March 1915. He was discharged on 15 June 1916. It is unclear why he was discharged, as his service records have not survived. Frank died in Derby in 1919 at the age of 28, but the circumstances surrounding his early death are unknown.
